Cole's story is set against the backdrop of a terrorist plot by Al Qaeda to kill members of Seal Team 6, the unit that assassinated its leader, Osama bin Laden. Cole was a member of that unit.
Five years after Bin Laden's assassination, al Qaeda is humiliated and on the ropes. Ayman al Zawahari, the group's new leader, has vowed revenge, but his threat is empty rhetoric. Al Qaeda gets its opportunity when the Russian Mob extorts Walter Cox, a systems analyst with the NSA (National Security Agency). Cox has a gambling problem and ends up owing the Russian Mafia a lot of money. Mob godfather Oleg Maskaev is a Russian nationalist and an ally of Nikolai Pavlov, a former KGB officer who trained Al Zawahari in the mid 1990s when Russia was a sponsor of state terrorism. Masked gets the names of the Seal Team 6 unit members from Cox and gives them to Pavlov, who, in turns passes them on to Al Zawahari. The ruthless Pavlov has his own agenda, which involves using Al Qaeda to foment war between Russia and the U.S. through the detonation of suitcase nuclear bombs in the U.S..
. Cole's involvement in secret military campaigns around the world has taken its toll on him, and he begins experiencing PTSD symptoms. After ten years of service, Cole quits the Seals when he kills a young boy who is on a suicide mission during a military operation in Afghanistan. The U.S. Navy clears Cole, but he is disillusioned with the military, American values and life in general while he struggles to get well and come to terms with his demons.
Palov initiates the plot against the Seals and begins killing them one by one. Uncle Sam is slow to react because it underestimates Al Qaeda, but that changes when the NSA discovers Cox has betrayed his country. Given its relations with Russia and the volatility of the Middle East, Uncle Sam does not want the terrorist plot to become public. So Uncle Sam recruits surviving members of Seal Team 6 to go quietly after the terrorist cell and kill them. When Al Qaeda slaughters Cole's Seal Team 6 buddy, Butch Wilson, and his family, Cole has a renewal of purpose and wants to help stop the Al Qaeda plot, despite his personal battle with PTSD.
It looks as if the Seals and Uncle Sam have thwarted the Al Qaeda plot, but they discover it has been a ploy to allow Palov to implement another plan: explode a Cold War era suitcase nuclear bomb near a meeting of Hassan Rouhani, Iran's Supreme Leader, and the U.S. President. The two leaders hoped to work out a deal about Iran's nuclear weapons program, but Iran's conservative mullahs, who oppose the move, employ Palov and Al Qaeda to kill it. Will Seal Team 6 stop Palov before he triggers Armageddon? This action thriller twists its way to a dramatic conclusion.
